What? They dont have the textbooks to teach certain courses in Ukrainian, plus the language isnt developed enough to cope with it in some cases. There's nothing questionable about that. In time im sure the langague will develop fully.
For example could you teach certain unversity courses solely in Welsh for example? I dont know - maybe/probably not.
But the Welsh governemnt wouldnt ban English and thereby prevent those courses being taught in Wales.

40 million speak Ukranian.
Wales operates primarily in English and Is not a fully independent country.
Ukraine operates primarily in Ukrainian, Has been independent for 30 years. Has it's own school and university system that operates through Ukranian.
It's not a pigeon language.
Give me one example of a course that cant be thought because theres a ban on teaching through Russian?
