Plenty of possible reasons. If this is coming out of the NSC, a lot of people know. Keeping secrets in a country with a free press and junior administration officials panting to enhance their careers by getting 'in' with a journalist that can steer coverage their way is hard.

Long story short, it looks like either they decided to get out in front of it, they wanted to push OPEC below the fold, or some combination of those factors. It boils down to them saying that in some way, they have bigger fish to fry right now than a secret they are unlikely to be able to keep.
