Both Chelsea and City needed a couple of goes to get their recruitment right before realising actual success.We've seen it go higher wage spend leading to success. City, Chelsea, PSG all started with the spending.
And we're not spending CL money. There are 6 teams that no doubt have higher wages. So that's CL money, the top four of those. We fall short.

I believe the initial conversation was about Everton’s spend vs Liverpool’s. One was unsustainable and haphazard, the other has been largely sustainable and in line with success they’ve had, rather than taking a punt on potentially succeeding further.
