from the reports he probably wouldn't have been - he didn't wait for the cops at the scene, just swapped names and addresses, left and then reported it at a police station later (all of which is perfectly legal to do)

The feller was injured. The LEAST Starmer could have done was wait until the ambulance turned up. What a scabby get.
