Give people more economic security earlier in life and they'll tend to put down roots earlier too. If you also make it a lot more affordable to have and raise kids then the number of kids born usually goes up - this after all why the boom happened in the late 40s - early 50s.

Any Boom in the 40’s and 50’s was certainly not because kids were ‘affordable’. The country was still on its economic knees. But as there are too many people on the planet as it is why do you want even more ?...
