It's pretty obvious (or at least it should be to people) that basic needs have to be met to allow people to start "bettering themselves".Without wanting to speak for dave, I think the history of the UK pretty clearly shows that the best way to improve people’s lot in that respect is to ensure they have access to easily affordable and decent housing (that they have some sort of investment in maintaining), access to quality healthcare and decent education (with the latter ensuring that all kids have access to education relevant to their abilities).
Give them that and, even with low wages, people will tend to better themselves.

It is a successful attempt to infiltrate and gain control over a social democratic party like Labour used to be then use it to successfully snatch the ground the Lib Dems fight on (as witnessed by hand wringers like @Bruce Wayne falling for their BS), and then, secondly, to park their tanks on the Tory's lawn...which is what they're in the process of doing now.

So Brown was surprisingly entertaining. He's written a book with a couple of economists, and while their diagnosis of the problem seems spot on, their solutions do seem to involve new (or reformed) global institutions. I do wonder how likely that is when nationalism is on the rise, due in large part to the declining trust in democracy itself. Not that I disagree with the suggestion, but you've got a bunch of nations who don't really care about those things, and a seeming declining interest in them among those who should. Seems to be putting the cart before the horse a bit. It's also moderately worrying that he wrote a previous book on "how to fix the world" a couple of years ago. I do hope he's not developing a bit of a god complex.
