I'm no expert on Parliamentary procedure, but shouldn't the Speaker insist that ministers answer questions put to them?

It seems entirely wrong that in the various parliamentary committees MPs give proper answers and are properly scrutinised, and then they go into the Commons chamber itself and engage in this absurd charade. It's completely unfit for purpose.
