Competent.....well in comparison with the fiasco of the Tories I suppose so.
However, as a retired Civil Servant, I would give massive credit to the strong and intelligent officials across all Departments, who have earned the respect of Governments for decades, and who give advice that is sensible and, more importantly, is heeded by Ministers.
The role of a civil service is to implement Government policies as mandated by the democratic vote of the people in elections. However, it is also the duty and function of the civil service to give sound and resasoned advice as to how such should be inmplemented in the best interests of the people, and to manage the expectations of politicians including Ministers. Sometimes we needed to say "No Minister!!"
My dealings with UK colleagues over the past 30 years were usually very positive, and collaborative. Indeed, we often supported each other in resisting some of the more idiotic Commission proposals.
However, I found that after the Brexit vote, they found themselves completely cast adrift - their advice was ignored by the UK Government as, with a few exceptions, they tried to advise that leaving the EU would be exponentially worse for the UK than remaining. What was really astonishing post the Brexit vote, was the complete lack of a plan for what to do next.

What has happened since then has been beyond belief, and I really pity those of you who voted to stay, but also those of you led astray by narrow-minded buffoons to be kind - or perhaps by grasping greedy charlatans who saw opportunities to make millions from deals with 3rds countries regardless of the impact on the wider economy.
