I suppose the problem with this is that the sort of mindset (that leads people to carry out atrocities of this kind) is not one that you can medicate or spend money on to go away; you are talking about social change on a massive scale to try to reduce the number of (or ideally stop the creation of) people who are enraged because they feel as if their life has been ended by someone else, be it teachers, contemporaries at school, the boss, the ex wife, mom etc. Its probably not unrrelated to their comparatively higher suicide rate as well.
That's why its easy for them to blame mental health and do nothing.
I do agree its a social issue and it does involve a lot of teaching and awareness.
But saying they are going to tackle it knowing full well they will do nothing is not a solution nor is it helpful.
I have had family members with mental health issues. It is a hard road. There was a suicide in my family too.
I don't like it when politicians blame it as a cause as it comes across as being patronizing. To pretend that is the sole issue and we should all accept it and move on. While they figure it out or well pretend to figure it out.
Schools need proper Councillors that would be a good start. They need a proper plan of action to tackle students with issues and possible mental health problems. Most schools don't tackle it and a lot of the time they expel the kids for being trouble makers.
They could do with tackling bullying properly too. Look at both sides instead of doing nothing or simply kicking the bully out.
People expect cops to be social workers and mental health experts nowadays without acknowledging that they would need training for that sort of thing.
I guess what i am saying is human nature is to simply shrug their shoulders and say how hard it is to tackle.
They leave it to stretched facilities and people who are underfunded and not able to cope.
