More like cluttering. Cluttering and stuttering can go hand in hand. It can get worse at times of high anxiety. It's not a sign of a dramatic deterioration in competence. It's a linguistic issue.

I'd say the anxiety levels must be sky high for someone who's been through the period he has - shouldering the hopes of most of the world that he can see off a maniac. And he's had no time to relax and glide into his investiture, what with the clown making life immensely difficult. I'd say the term in office will be a dialling down of the stress.
