It's generally accepted as the highest quality poll in Iowa, and had a similar late swing in 2016, which tallied with a matching swing towards Trump across the midwest.
Hence the bejesus-scaring

It's way down the Democratic hit list even if it is correct for that state.
To be a general danger to Biden, the uniform swing would have to cut into smaller polling leads Biden has. That's how the late swing caught Clinton out in 2016.

He's a lame duck and cant do anything, I suppose. I know Carter sanctioned the mission to Tehran to free the kidnapped embassy staff before Reagan was sworn in, but that was a foreign matter. I doubt domestically he could change a thing.

*IF* Trump loses he can't pass any law because he would need both the Senate and the House to sign off on it. And there is a 0% chance the House is going to agree to just about anything Trump wants in that period.
He COULD do a lot of Executive Orders but, most likely, they would all just be rescinded on day 1 from Biden.

Polling had the race consistently close or with Clinton up a bit, until this same poll a few days before the election swung significantly to Trump (+7). He ended up winning Iowa by 10... and there was a similar swing in other states’ election results.
Just hoping this poll isn’t similarly predicative this time round
