Think Moyes had pretty much a zero net spend over his entire tenure. He gifted Martinez a very solid side that had qualified for Europe several times, but with the added benefit of a Lukaku..... a real luxury that was rarely afforded to Moyes during his entire time. However, despite this, within 2 seasons, the cracks were already appearing.
That's an important qualification.
IIRC, the savings were made at the latter end of his time here after Kenwright conducted a fire sale in the aftermath of the 2009 FA Cup final appearance: Lescott sold and then Arteta, without any of the proceeds being ploughed back into spending, as had previously happened. The squad got older and that's the one handed onto Martinez: 'solid' probably the right word to use in relation to them.
Moyes had the chance to bring in his own Lukaku - he broke the club transfer record a few times while here with the cash spent on Beattie, Johnson, Yakubu, Fellaini (and a wasted £10M on Bilyaletdinov in the middle of all that too too).
