I think it means that we don't need to sell to meet any outstanding financial obligation. As @the esk explained earlier the only question in this regard is how much debt the club are prepared to carry through the next financial year.
As there is no capital injection though, I think we may need to sell if we want to improve the squad with any sort of quality. So it comes down to whether or not you believe the squad needs strengthening. Maybe the board don't, but personally I do.

John is in a different situation though, if he maintains his form he's equally likely to get offers next summer including from Mourinho and at that point he's more likely to be in the first team rather than a bench option.
