Well, the 1968 PLO charter called for a Palestinian state giving equal rights to Christians, Muslims and Jews, but that state would replace Israel, and would deny Jews the right to self-determination, which is the entire point of Israel to most Israelis. I'm not sure that they would've allowed uncontrolled Jewish immigration, but I'm quite happy to be proved wrong on that point.
I think they were happy to allow right of return up until that point but not after. Well automatic right of return. There are of course practical challenges, but it was a very decent offer and in my mind a missed opportunity.
If self determination meant a Zionist state, I could understand the position. That was always going to mean agreeing to their destruction, as we have seen.
