the US had spent much time attempting to goad the Japanese into an attack to create a casus belli, including the oil embargo which threatened the very existence of industrial Japan. It even moved the Pacific Fleet into harms way, moving it from the West Coast bases to Hawaii. At the same time, the US was actively engaging Germany in the Atlantic while also arming Britain and respecting the British blockade of Germany. As with WW1, the US elite wanted to go to war against the wishes of the American people and needed an excuse.
In the case of Israel, I think that the Palestinians may have seen that they were being baited and instead provided Israel with more than they can handle. From what I am seeing Israel is certainly losing the global propaganda war, and we will see if this escalates further. Gaza could always be a faint to get the Israeli forces south before the main event in the north.
