That's a BBC reporter stating that 'experts' can't be conclusive on who was responsible but that they'll go with the Israeli version of events anyway...even now we know that the Israeli version of events can't have happened because there's no way a rocket launched from a cemetery next door to the hospital could explain an exploding in mid-air rocket's trajectory and then hit the hospital.
