It's got nothing to do with his lack of indy rep! Loads of none indy guys get favourable reactions.
People dislike the push because his character is lame and predictable. Roman overcomes all the odds yet they act like he is an under dog at times. Its madness.
Stuff like putting him in the Mania main event for the past 3 years when nobody really wanted him there didn't help.

If being "indie" was the be all, end all, then people like The Miz wouldn't be getting praise from everywhere for perfecting his heel act now.
People aren't stupid - they know that the likes of Owens, Samoa Joe etc. aren't big or marketable enough to be
the guy. But there's got to be a balance between ability, charisma and marketability for an all-rounder to take the role that Cena has had. Because that's what Cena developed into over the years - an all-rounder. Yes, an often terribly booked all-rounder, but at the core a decent enough marketable asset.
Reigns simply isn't that. He's not going to cut explosive promos, or be effective in mainstream TV appearance or charity events. He's never going to put on five star matches. As such, his terrible booking just exacerbates the existing issues with him.
The comparison with Luger following Hogan is very apt actually. An artificial push that was met with resistance - the only difference nowadays is what that resistance consists of.
