A deputy commissioner calls footage of the arrest in Islington "extremely disturbing".

Looks like our police do it, too.
The media headlines are appalling. He is clearly not kneeling on his neck. His knee is briefly against the side of his head. For the most part, the officer is holding his head down because he is struggling, thus stopping him from hurting his self.
We have to accept that at times the police have to use force. If people refuse to comply, struggle or resist, then police must use force. If the use of force is banned, then we have an ineffective, useless police force.
You don't see many videos of people doing as they are asked being manhandled like this. I've got little sympathy for those who don't do as they are told.
A couple of weeks ago, there was an interview on Sky News with a retired, former Met Superintendent. He basically said that many Officers in London had effectively given up on confronting young, black people because it wasn't worth the hassle, or the risk to the jobs and mortgages. Seeing that the officer in this video has been suspended for what is nothing, the former Superintendent is clearly correct.
People should be careful what they wish for. A weak, ineffective police force just gives way to higher levels of crime.
