It’s not a technique used by police in the UK, however the restraint techniques used are pretty poor to be honest.
The officer in the videos knee is near to guys neck however it doesn’t look as if he is applying force down on him.
The copper also looks quite young and might be new in the job. Having a hostile crowd doesn’t help anyone. The cops are probably fearful of them doing something so are even more on edge.
policing in this country is now reaching a serious point. The main stream media seem determined to whip up how racist the police are. In my opinion I don’t believe the police are racist as an institution.
The front line cops must be asking themselves what is the point in stopping/arresting people in the street.

It's not particular clear but if it is on his neck then it appears to only be for a very short period and as you say without force - it looks more like it's on his head!
What I do always find perverse is the lack of two major points being highlighted by the media: any arrest is a use of force; it is an offence to resist detainment.
'Take hold of them to show that they are detained - their liberty has been taken away from them'. Putting your hands on someone is the lowest required force.
Subsequently, how much force is used by the arresting officer after their detainment is primarily decided by the person who is being detained and not the officer.
If they resist, they are necessitating not equal force but the officer must exceed their force to subdue and detain. If you do not resist, there is no need for force.
Someone who has not been in such a situation understand just how bloody hard it is! As you point out, if questions keep arising then cops will stop doing arresting.
