This is quite significant. It basically says that individual judges are free to use their own reasoning regarding challenges to federal regulations, which are set by federal agencies (e.g., EPA, FTC, ATF, Department of Labor, Department of Transportation, etc.), from private companies, people, agencies, etc., despite those agencies employing hundreds of scientists who set those regulations for public good. It basically sets up the possibility for massive deregulation on a grand scale involving labor, transportation, health, etc., on the whim of a judge and a given lawsuit challenging those regulations.
