This is an insightful piece on how we got from there to here. Take the 1990s, remove the speed brakes, and here we are.
 
For somebody who was once fairly adroit at working across the aisle, Graham has become a trainwreck in recent years. It's pretty obvious that the only thing he cares about these days is getting re-elected. Which doesn't make him much different from most of the members of Congress, but it wasn't always that way.
McCain, who frankly had his own major lapses of judgment (eg Palin), seemed to have been somewhat of a moral crutch.

Quite a lot of conservatives are pretty mad at him for this stunt too so ironically perhaps he has found that old working across the aisle mojo?!

Everyone forgets that McCain was one of the Keating Five. People seem to remember that Glenn was, probably because he was from Ohio, but never McCain. (Glenn and McCain were the ones that were acquitted by the Ethics Committee.)

McConnell has cause to throw, but not this hard. I think his best outcome is to walk away in November with 49 or 50 seats, then win the chamber back in 2024. Winning hard exposes him to the possibility of insurrection, and winning small puts pressure on the Republicans to start engaging in actual governance, since they're likely to win the House. I also can't imagine McConnell wanting to deal with the Walker and Oz circus. Good luck keeping those two on message.

So, my take is that Graham is just engaging in some self-aggrandizing grandstanding with DOA legislation, and is tone-deaf to the needs of the rest of the caucus. Not much else makes a lot of sense.
