It wouldn't be that simple in practice because some drivers would be on target to improve and others not, and the tyres would also be past their best too.

As an aside, don't forget that Leclerc also lost nearly the entire first practice session with a car issue, which makes his pole even more impressive. Difficult to believe that he has 8 poles already in his career, twice as many as Verstappen.
Don’t think he’s had a pole for 2 years aswell. I really like him as a driver and personality.

Its a very long race and a lot can happen even at Monaco, so I think there will be opportunity for Hamilton to move up positions. Perhaps an early SC would allow him to try an alternative strategy.

But that is contingent on him actually having better pace than those around him, and I don't think that's the case. He is not out of position, he's just slow.

Surely a late safety car would be better? An early one everyone pits, go contra and stay out to gain track position and then hammer it around hoping that a safety car later on gives you a pit window.

Late SC doesn't change anything as everyone knows track position is king, unless you are stupid like Hammy in 2015.
