I think it's because we want tariff free access to their market more than they want tariff free access to our market. As such that's the conditions they have set.
And, they are clearly concerned about trust with the UK, so want to have the option of imposing unilateral retaliatory duties.
I'm sure a previous version of @peteblue will be along to tell you that this is the beginning negotiations and they won't end where they start...So we are supposed to Implement what ever tax regimes they want on 88-90 of our GDP for the pleasure of allowing them to sell more to us than we do to them. When this doesn’t happen with any other free trade agreement, while still expecting the U.K. to defend the EU and open up our waters. No wonder Boris is probably just going to tell them to sod off....
