The point I was trying to make is that Wales have a GDP per head well below the national average. So if they went Independent, the chances are they would have a massive budget deficit. At the moment that would be subsidised from Westminster. Their only alternative would be to borrow and, as a newly formed country their credit rating would be low so the interest rates would be high. The EU have grant funding for this (The Cohesion Fund), but in the last 7 year financial period they only had around £8b per year available which had to be split between 15 countries. The other thing to consider is that, if Wales joined the EU, it would have to pay the required contributions before it could qualify for any of the various benefits.
