this summer PSG spent a total of 10m quid, they sold players worth 60m quid

Neymar they paid nothing for, he was a free transfer due to the way their owners bent FFP by the Qatar government buying him out of his contract, Mbappe they have loaned and the agreement on the loan states they don't have to pay anything for him for 18 months.

They have absolutely zero need to sell
