S Korea looks like it will have a much smaller cost, both health wise and economy, than those countries that failed to ramp up/take it seriously did. Their testing program will not have been cheap and as you say thereare some privacy issues but ”shelter at home” is a much more severe loss of civil liberties.
Again though - people are comparing oranges and pears. We are massively different in our hygiene and living ways than SK.
The only land border is closed off.
The ports are almost entirely goods based. People clean their teeth at work at lunchtime. Most municipal buildings people remove their shoes etc. So as soon as people were told there "major virus, time to change behaviours" - bang, already got a population who understand what it takes.
