So why is the UK the only country not saying this? Why is the UK focusing on potential worse scenarios than science is telling us?
There is being precautionary and then there is literally going against science
I don’t think it is the UK that is the only country saying it. Denmark, who also have a good sequencing system, have detected a similar % of Omicron in their community and have implemented measures.

The ~2% hospitalization rate is for Delta, there is no certainty what the rate is for Omicron.
The concern is presumably that, even if the rate is less for it vs Delta you still get a NHS overload because of higher transmission.
For example England population ~60million. Assume 10% get Omicron over the rest of Dec ie 6 million cases. Assume Omicron ends up with much less hospitalization eg 0.5% of cases versus 2% for Delta. That still ends up with ~30k worth of people ending up needing beds.
They are also presumably taking into account NHSstaffing levels - a Malaga hospital had 70 staff infected at a Christmas party. None as far as I know have serious symptoms but all won’t be able to work for several days due to fears of infecting their patients.
