It does happen, a lot. There are powers under the Licencing Act for cops to go into pubs, examine the books, check whose in there, whether they are drunk or rowdy etc.
Obviously those powers are mostly used on places where there are reports of problems rather than at random (which might have been the case here, if someone has phoned them).
