You can make any graph look really scary if you set the Y-axis low enough. That’s a seven-day average of 4.1 new cases per 100,000 people.
Yes, the cases rate isn’t particularly high compared to many nations, for instance it is less than Spain’s current rate.

However it is still a noticeable increase on their rate from last year and that despite far more widespread “states of emergency“ that are being extended to end of May. With an elderly population, a vaccination rate that is the lowest of the large developed nations and little naturally acquired immunity adding in a lot of travel (foreign and domestic) due to the Olympics seems unwise.

I think it is the most stupid thing to do at this particular moment...both for Japan and the competing nations.....
 
Will we likely need to be vaccinated every year for this now or is it after 2 doses thats it long term immunity built up?

Even the experts don't know until people start getting reinfected.

Sars Cov 1 is the closest thing to it and people who had that 17 years ago are still immune to it so if we're lucky the immunity might last years, barring any variants causing an issue.
