Exactly.
The anglophone press have repeatedly misrepresented the opinion of European leaders by mis translating what was said in German, French etc.
Their scientific advisors said that there was not sufficient data from vaccination of the over 75 age group for them to arrive at a statistically valid conclusion concerning its effectiveness.
That means that they did not have the data to say that it didn't work. Maybe it did and maybe it didn't, they could not expess a scientific opinion at that stage.
The anglophone press decided that they said it didn't work.

They could have handled the PR side a lot better.
The point still stands though.
Imagine if your government would have listened to their scientists back in February last year and locked down the country then? Instead they ignored locking down for 3 more weeks and the result was a disaster...then they ignored the scientists again last autumn when they said that we needed a series of firewall breaks to take the steam out of deadly infectious surges...and they again ignored the science...and again we had mass death.
In short: imagine having a UK government that listened to their scientific advisors - the bulk of those 123,000 killed would still be here.
But they didn't do that. And, in fact, they went after the one high profile SAGE scientist (Ferguson) willing to blow the whistle on them in terms of what herd immunity looked like with hundreds of thousands dead and had him vilified. THAT'S how much your government are concerned about making correct decisions about your health.
