You would do well to quantify what you mean by 'science' to be honest. Are you talking about scientific research or public health practice (which would actually be the discipline in question as you've described pharmacy research and development rather than public health)*My experience has shown me precisely what scientists are motivated by, and that is proving that they are correct or generating interest to gain new funding for new scientific work. However they have to be dragged into the real world when it comes to finance, generating income and paying their way.
Now perhaps you could back up your statement with how your own experience as a planner has given you an insight into the motives of the scientists, who you seem to believe have the economy as one of their major drivers....

Perhaps you might want to explore 'public health cost benefit analysis' or 'public health principles/values' - you could cross reference those against the terms 'equity, social justice, participation, efficiency, effectiveness, acceptability, affordability and accessibility'.
'Affordability, efficiency' might be useful to you.

You might also be Interested in the IMF report I shared recently which discusses some of the uncertainty regarding the cost benefit basis for lockdown vs lesser restrictions. As there are oblique benefits, which are rarely acknowledged, to lockdown aside from limiting covid-19.

Also, the death rate, while increasing, it nowhere near the rate earlier in the year, so having been bounced by a dubious forecast of 500,000 deaths into the last lockdown, I’m not surprised that the government is being a bit more nuanced this time. However, there is nothing to stop the people of Liverpool or Manchester wearing a mask, keeping a social distance and sanitising their hands to help keep the infection rate down, because that’s what is happening around the rest of the country (cities excluded)......
All forecasts are dubious you numpty, and this forecast of herd immunity and 500,00 dead was negated somewhat by the actions of the Government because they rightly gulped at the numbers dead.
Of course they hoped to have deaths of under 20,000, however, what 40,000 plus dead now, is down to being late in the lockdown.
And we were going for herd immunity because the local authority i work for was acquisitioning commissioned out leisure centers for temporary morgues in rural wales... There was relief but pandemonium they dropped herd immunity, that pandemonium and changing policy has still caused excess deaths.

Forget about Government interventions, your posts should come with a public health warning.
Your examples are about expenditure and the best use of available public money. The issue I raised was about the generation of the money that goes towards public expenditure, and that is an entirely different ball game......

Sorry but no, your point was about how public money is applied to public health policy. And it was incorrect.
Additional spoiler - PHE has been cut, even before the pandemic they were subject to consultation. Public Health departments have been severely cut due to austerity.
