Firstly, I've stated that there are two reasons to stockpile; one is to make sure you get supplies before others get them all, and the other is so that you can self-isolate and not have to continuously go shopping and risk getting the virus.
Secondly, it's extremely naive to think that everyone will unilaterally decide to behave in the best interest of society - it's just not going to happen. It's extremely difficult to predict what people are going to do at the best of times, nevermind in a pandemic. Do you really want to risk being one of the few altruistic nice people who are not stockpiling, and end up with nothing because everybody else acted in their own interests?
Make no mistake this will have caught almost all of those who would seek to profit by illegitimate means slightly but they will he catching up fast.
Seeing what and where the demand is. Monitoring how it is transferred, put a couple of their staff on their payroll for information: routes, staff habits, timings, security etc
Thats all longer term, they will want their hands on the products in demand as possible.
People who need money. Single mum, drug addicts. Sit them in cafes and bars if any are open in case they hear information on stockpiles.
Off duty delivery drivers and teenagers on scooters. Working in the car parks of the supermarkets, watching arrival times and procedures.
Watching who comes out with what and noting the licence and discreetly nodding to another scooter to follow her home. No action to be taken yet, it's just enough to know where your stock is for now.
Once this has started, every time you wipe your arse you'll have to ask the mob and pay their price.
