A mixture of the two really. To begin with, spikes were most visible in isolated clusters, such as in a mine and at a nightclub, so they appeared to limit any responses to those areas, but they've also had no real limits on travel, and were even offering money off vouchers to British tourists to visit spas. I believe even now, despite the country being on the red list for most other European countries in terms of travel, they're not barring other nationalities coming there.

There's also been a lack of connectivity in government, with a mandate to up mask usage over-ruled by the prime minister (they have senate elections next month, which probably don't help matters, as unemployment never plays well in elections, especially in a country that for the past few years has had the lowest unemployment in Europe).

Seems a bit mixed tbh. Obviously we're limited to what the family says and what we read in the news (the comments sections are as grim as they are here). There is a sense though that many think it's no big deal, and that attitude probably wasn't helped by the big lunch they had on Charles Bridge to 'mark the end of COVID' earlier in the summer. The WHO expressed concern about the approach being taken a week or so ago, and the PM told them to naff off (in diplomatic parlance)
