There was local outbreaks in the first wave, and we all know where they were. That was the first wave, which we haven't even flattened. The next uptick of cases will be the second wave, NOT a series of local difficulties.

The local difficulties have been Leicester, (dealing with), Weston Super Mare, (dealt with), and an A&E dept in London, (if we all believe twitter).
Oh, and 3 pubs this weekend. Out of 0000's that must have opened.

I do see the pubs in my town and village opening, with caution, with restrictions, and instructions to their punters, who, when I have driven by them, seem to be doing ok.
Granted, Friday and Saturday night in central Bristol may be less, er, disciplined. That pulls us back to the daft minority.
