COVID cases in care homes will have been primarily caused by three things :-
- Infected hospital patients introducing the virus
- Staff introducing the virus and
- Visitors introducing the virus
Visitors are probably the smallest contributor there ( purely based on time spent in the care home ), but it's really anyone's guess as to which was the worst cause between dischargees and staff. That's not having a pop at staff, but it's a fact of life that some will have, unintentionally taken the virus into homes and spread it, whereas the effect of discharging patients to homes could have been mitigated much better.

There are bell ends in all walks of life. Many are harmless, some, like Bell end motorists are positively dangerous.Most are sound, but there are a hard core of utter bell ends in my experience.
