It went "bars can stay open but please people don't go", which lasted for well over a week, to "our official advice is for these businesses to close", which was several days again until "we are demanding these businesses close".
So he consciously hurt those businesses by asking people not to go, then asking them to close, before
finally demanding they close and putting in a scheme to somewhat protect lost revenue.
As for political points? I've explained it before but I find it impossible to separate politics from this. You might find it distasteful, but I find it extremely important that they are correctly held to account for their actions and people like peteblue don't whitewash what happened and what Cummings/Johnson did in the early stages of this.
