They had a symbiotic relationship founded on mutual preservation. Kenwright needed someone who could spin, if not gold, bronze from straw. Moyes, as you say, had job security, low expectations, and footballing autonomy within the narrow parameters of Kenwright's financial largesse.
 
So if the CEO just went out and hired Moyes mate and has ceded control of all recruitment to Moyes and everyone says it's crap does the CEO deserve to be criticized for those decisions?

Or do we just blame Moyes for everything and call it a day?
We blame Moyes and call it a day. Because it was Moyes who wanted this set up, Moyes who agreed the set up and recruited his main man for the key role in his set up.
 
Why hire these people if Moyes is having the final word? This is like the head chef deciding the customers coming into the restaurant are not good enough.

That is a terrible analogy, it's more like the head chef having the final say on the ingredients they are going to cook with. If the owner of the restaurant insists on buying inferior produce the chef is likely to rightly say "I can't make a gourmet meal with that rubbish, if you want fine dining bring me the ingredients I need". Well unfortunately we can't afford fine dining right now so Moyes is trying to make the best of the ingredients he has creating something palatable.

You blame Moyes for the decisions. You blame the CEO if they fail over a longer stretch of time.
