That doesn't answer the more important question, which is whether the right players are being put forward to the manager in the first place.
Moyes might be the one saying yes or no but I doubt he puts together the lists of players. And he's also not the one negotiating deals.
It's way way too simplistic to say Moyes is in charge of transfers. Its a process with multiple phases.

Clutching at straws tbh. The club lost Thelwell and Purdy because of Moyes who recruited James Smith to replace them. He clearly refused a lot of players, and selected others. Moyes's fingerprints are all over our recruitment. The idea that he is not massively responsible for who we sign is for the birds. Obviously, the club hierarchy is ultimately in charge, but there can be no free pass for a manager who has the level of control David Moyes has. If Moyes is against a player, he won't be signed. Simple as that. That's what "final say" means. That's why he was so supportive of kenwright, because despite limited funds kenwright afforded him full autonomy in most recruitment situations except when those Chinese players were foisted on the club due to kenwright's wacky business deals.I’m amazed anybody thought otherwise. He’s always been his own man - even when he was a kept man in the Kenwright era.
