Also, this "ruling" is an obvious violation of their own rules. The article they are referencing is 84, which just says they can award a forfeit if someone violated 82 or 83. 83 doesn't apply. 82 says if a team does not report, or leaves the "ground" before time is finished they loose. They clearly never left the ground.
