Tbh, why couldn't they just have started with 55'000, then gave the added sweetener of an increase capacity up to 62'000. Then I believe, could be wrong, most Evertonians would be reasonably happy with that. That pitifully 3'000 extra seats would put us in the top five biggest grounds in the premier league.

Those extra 3000 seats represents a 20%ish rise in.the cost of the build
 
City had a capacity of 47,400 when it opened in 2003 but until 2015 expanded to 55k so in 12 years City had a takeover and only really started winning trophies in 2010 so for 7 years they struggled until their takeover.

Give me less capacity, increase revenue with more success on the pitch

Not officially but it something I saw on the Wembley build I worked on

A small increase in seats does translate into a cost increase of quite a large percentage hence one of the reasons Wembley isn’t a 95k stadium
 
With a potential capacity of 62k I can be very content with this. The key part is getting the stadium built now while Uncles Mosh and Uzzy are feeling generous. Increasing capacity will be easy compared to actually getting the stadium built.
