In theory yes.

But what happened in 2016 looms. Hillary was arguably the most "qualified" person ever to run for President. Harris is a massive risk

I find Harris incredibly unlikeable. I can't imagine how she's perceived by the average American. I think Trump is going to lose in November either way, but the Dems will be cutting it fine when they don't have to
 
What would happen if old Joe himself announced he now felt he couldn't hack another 4 years? Tbf, most fellas his age in the UK are dead or in a nursing home
That frees the delegates to vote as they please. Anything can happen from there. They'll still be loyalists, so they would be likely to start from Biden's wishes on a successor. With him out of the game, though, they would no longer be beholden to him. They would also be looking for a new patron, so they would listen to offers from insurgents.

Biden doesn't control the selection of his replacement. All he can do is make his wishes known.

I would be very surprised if Harris walked out with the nomination. Her power base within the party is narrow. Newsom is in a much better position to deliver on commitments in California, and she is short on natural allies at the national level.

In your opinion, is any of this likely or should we be bracing ourselves for more Trump? On a lighter note, my 6 year old thinks his name is hilarious and makes a fart noise everytime she hears it

Yup, but if he steps down and nominates Harris, I presume it would be open season in the run up to the convention.
They'd all be back to square one. But Harris would have the head start of easy Biden delegate gets.
I'm not sure what I'm really talking about here. New ground for me.
But Biden does need to step down.
 
The most likely explanation for last night is that Biden's meds took longer to kick-in than expected. His performance was a bit better towards the end of the debate and he spoke well enough at the rally afterwards.

Biden is a stutterer. Always has been. As he ages, the compensation mechanisms he developed over the years work less well. That's normal.

When he gets angry, he focuses and does not struggle with the stutter, for whatever reason. This is how he picked up the pace in the second half. When he went back to recitation mode for the closing statement, he couldn't do it.
 
It would be interesting to see the candidate determined at the convention. When was the last time a presidential candidate was determined at the convention rather than going in with a majority of delegates? 1968?

This is the concern with Harris. Fair or not. I happen to like her and think she has big balls - she would also be great against Trump in this regard as Newsom would. But many people, for whatever reason, don't like her

So, Biden was still angry at the after debate rally? Who the heck was he angry at during his SOTU address a few months back?

Nah, I'm going with it being the meds. Biden is in his early 80's. He is undoubtedly on fairly strong medication. They just didn't get the concoction quite right, or their timing was a bit off. Nevermind, no doubt he'll back back to his sharp as a tack old self behind closed doors right now.

There is the general issue of general likeability/electability versus being qualified. I find Harris similar to H. Clinton--certainly qualified, but doesn't have the likeability to be elected by millions of Democratic-leaning voters. I don't find Harris very likeable but I think that's because she has been largely invisible, or so it seems to me, during her tenure as VP.

She's been invisible, yes, and I'm not saying anyone that doesn't like her feels the way I'm about to describe

But Harris, as with Hillary, has a way of speaking truth to power that some people find offensive when it's a woman doing it. At the national stage this ultimately cost Hillary. There's an art to smacking someone down, and Hillary and Harris don't have it.
