The IRA were organised and had a large degree of public support. They had what they considered legitimate targets, and when a conctructive dialogue was opened up with them peace was negotiated (with those in the IRA who wanted it. Obviously some were in it as mafia types who had self-interest at heart and were gutted with the NI peace process). Isis are a rag-bag of extremists whose only clear thought is to terrify westerners and oppress women. You couldn't talk to them even if you wanted to.
What you can do, however, is not get overly involved in waging wars, selling arms, supporting dictators etc. If you do engage in these activities you are making yourselves a more likely target.
