Throw it all in the bin and put 2 extra officials on the pitch. They can look after one half of the pitch each, main ref keeps up with play. Should always be an official within 15 yards of play, with 3 possible views of every incident all over the pitch (2 refs and a lines-person or whatever they are called now). Bin off the 4th official. Completely pointless - just someone for manager to moan at but has no power to correct incorrect decisions. Stick VAR person as the other extra one. Don’t even need to recruit more refs.
All fully mic’d up and streamed live on the “Red Button” and online to anyone who can be arsed in the stadium. Would still get the odd wrong decision due to the speed of play, but would immediately remove almost all chance of deliberate bias; you’d need at least 3 people to collude and all be able to quickly explain their biased clearly wrong decision on the fly in front of millions - not possible.
Take every single penny saved on the tech and push it down to support grassroots refs who get slaughtered and abused every weekend for a few quid. Local FA’s already do anonymous safeguarding visits to weekend matches, increase resource for these and add focus onto referee abuse instead of just talking about it and saying it’s awful, with coaches/teams who do it thrown out of local leagues.
