The BBC website is carrying a story about the U.S. Congress's "Putin's list" which shows, in addition to politicians in government in Russia, a list of Russian oligarchs. This is the unclassified list and implies no intention that they will be subject to sanctions. Usmanov and Abramovich are both on the list. Whether it will affect the willingness of US and European banks to do business with them is unknown.

Since when have bank got morals over who they will and will not lend to.
European banks and investment fund managers won’t care what list they are on in America.
They could be on Santa’s bad list but they can back the loan that’s all that matters

I doubt very much whether the banks have morals but they need to be able to trade in dollars and they prefer to avoid large fines from the U.S. if the people on this list are put on a sanctions list. A few oligarchs and Russian trade matters much less to them than the rest of their business.

But the banks wouldn’t be lending to Russian Ogliarchs , they would be lending to Everton Football club
These lads didn’t become billionaires by adhering to the rules.
Do you think the 2b dollars that Usmanov made last year was done by sticking to the rules.
No rich man obeys the rules all the time.
In their eyes they are guidelines and things to break without getting caught

I wasn't linking this to Everton needing loans. It is a general point about Usmanov which might, or might not, affect his business. I am assuming that Moshiri would be responsible for fund raising for Everton. (Moshiri might be indirectly affected if Usmanov is sanctioned by the U.S. as his work for Usmanov would be more difficult and more demanding of his time.)

I have read his background. I was being polite and sticking to what was in the original list and story. There is a classified list which details corruption and those who gained from it. I have no idea who is on the classified list.
 
If that was even the case we have already see how having "Money" has really helped this team. How much have we spent so far to be as bad as we are?
Wether we think the money has been spent wisely is irrelevant to the fact that Usmanov is already involved in and sponsoring Everton
Your boss pays your wages he doesn’t necessarily oversee how you spend it
