I read the report lol and I'm sure ethnic Russians have been killed in the conflict, but the war was started by Russia so I don't see how Ukraine is to blame. It's not like Ukrainians are rounding up Russians and massacring them, the report states that the deaths are due to the following:



If Russia had not started fighting in these urban environments, for example Donetsk, then all these people would still be alive.
