My guess is the latter. The West don't want Russia defeated and they don't want Ukraine to win.

As it stands nobody can win. Putin wanted to walk into Kiev and turn Ukraine into another Belarus that's not happening. Ukraine want to kick Russia out of the Donbass and then Crimea that's not happening. Political solution is the only sensible option. Unless you have shares in the armaments industry,funeral directors or a company that makes prosthetic limbs.

Looks like Ukraine is ready to end the Russian offensive in Kharkiv oblast and destroy the Ru 72nd.

The Russians weren't trying to take Kharkiv. They were trying to create a buffer zone and lay fortifications / defences / prevent attacks on Russian territory. The more significant war theatre remains Donetsk.
