That article is a year old. Russia has lost a lot of their air hard to replace defence systems since then and will likely be further targeted now the US is starting to allow hits inside Russia.Maybe this?

The fact of Ukraine having F16's means Artillery will probably have to be moved back from front lines or Russian planes will have to take more risks and get shot down.
It'll help and Ukraine needs help.

Obviously it'll help,but a year ago they were being championed as the next game changer after the Abrahams and Churchill tanks
. That piece was online soon after the US announced they'd supply them. Who do we believe the US government (the armaments industry)or the pilots who actually flew them?
Germany joining the US now in allowing limited use of their weapons inside Russian territory.
The new ROE for Ukraine now look something like this.
Ukraine can now:
Conduct counter battery fire against targets in Russian territory.
Engage Russian mlrs systems as part of that counter battery fire.
Intercept Russian missiles heading toward Kharkiv in Russian airspace.
Intercept Russian bombers launching bombs toward Ukrainian territory from Russian airspace
Target Russian troop assembly points just over the Russian border in the vicinity of Kharkiv.
Ukraine cannot
Launch long-range missiles, such as ATACMS to strike military targets deep inside Russia.
Strike civilian infrastructure (very vague and wooly)
Ukraine can now:

Ukraine currently has 18 F-16’s deployed in Romania along with trained pilots and ground crews. Eventually they will have 85 aircraft in total.
They are drilling and finalising mission prep, mission recover and advanced tactics. In parallel work continues on preparing the airfields that they will operate from. Fully laden F-16’s require 1000m runways. The Soviet era airfields in Ukraine need upgrading.
My guess is they’ll base themselves in Romania - fly to Uke airfields - fuel and arm, then launch missions from there before flying back to Romania. If true it will piss Putin rar off - expect another red- line rant…blah blah blah.

Saw something rhe other day that they are considering using highways and motorways in the vicinity of airfields as runways also. Obviously they need to be long and straight.
The problem would be the air intake afaik, lots of debris and dirt on highways. Maybe its only for emergency landings.
