Stalin for example oversaw a system where his PA’s wife was executed for asking Beria to help her brother, who unbeknownst to her had already been executed. The PA had to raise her two kids and work for Stalin right up until just before the old man died. The PA wasn’t the only one of the inner circle whose wives were in the gulag system (or worse) either.

I wonder how Putin would be if Russia was closed off to foreigners and there was absolutely no scrutiny from the outside world.

It’s not really that wide of the mark. He’s started wars which have resulted in hundreds of thousand of deaths. He’s repeatedly killed people that oppose him, both at home and on foreign soil. And that’s just the stuff we know about. God knows what goes on in the prisons in Siberia and the rest.
