In Russia, the whole country is set to do a full scale nuclear drill the day before Putin's birthday according to TASS. They're also detonating a live nuke somewhere in the artic circle near enough the same time as the drill.
Somehow I think that negotiations are not likely in the near to far future.
In fact, I'd recommend people get back to their gardens and start digging a bit deeper and buy more reinforced concrete.

In terms of nuclear warfare, Russia is still one of the major superpowers. They have shown over the last 18 months that their conventional war machine is not all it was cracked up to be. Unfortunately Putin may just be the @rsehole that would launch a first strike, however as his country is not being invaded, it may persuade those around him that as Russia is not at risk, there is no justification for launching nukes.
One thing I do wonder though, how many of Russias nukes are actually operational? I would imagine it costs an absolute fortune to maintain them in a continuous battle ready state, and as long as the other side thinks they are operational, then they still act as a deterrent.
