This is (for us, and him really) the big problem with how he has gone about this. They spent weeks building up their forces in plain view of everyone and told everyone, repeatedly, that they weren't going to do what they have done and were clearly planning to do.

As said already, doing that so publicly makes all their previous promises - with regards to Finland and Sweden especially - worthless. Noone will be able to trust that troop buildups or exercises are just that either; they'll all have to be managed and prepared for.

I think this is a good point

We are dealing with someone who is clearly mentally ill and will likely lie to cover his real intentions.
